Partnering for Progress: IU Southeast’s Rural Engagement Strategy
IU Southeast’s Regional Engagement Initiative is a strategic effort to strengthen regional collaboration and drive economic and workforce development across Southern Indiana and the Greater Louisville region. This initiative connects university expertise with local priorities by fostering partnerships with businesses, government, schools, and nonprofits. Through on-site visits to communities across its 11-county Southern Indiana and 10-county Kentucky service region, IU Southeast leaders actively engage with stakeholders to understand local needs, align academic programs with workforce demands, and co-create solutions that enhance quality of life.
Early outcomes include new internship and employment pathways, expanded dual-credit and early college access, and joint grant initiatives with community partners. The initiative is coordinated by the IU Southeast University Relations team in collaboration with academic units and is helping position IU Southeast as a responsive, accessible, and trusted anchor institution committed to regional prosperity through intentional, sustained engagement.
Attendees of this session will learn how they and their institutions can serve as powerful catalysts for economic growth by building intentional, community-driven partnerships that address workforce, education, and economic priorities.
Dr. Debbie Ford became Chancellor of IU Southeast in July 2023, the campus’s sixth chancellor. An Indiana University alumna, she brings extensive experience in student success and community engagement. She oversees all academic and operational aspects of the campus in collaboration with IU leadership and regional campuses.

How might we better communicate the regional economic impact that entrepreneurs have?
In June 2025 the International Economic Development Council convened 70 thought leaders across the United States to inform the next chapter of entrepreneurship-driven economic development, including an updated Entrepreneurship Development Professional curriculum and certification. Each participant was asked in advance to prepare a best practice to share. Representing Indiana University and Indiana, Julie Heath shared the practice of combining storytelling with data to answer the question, "How might we better communicate the economic impact that entrepreneurs have?" This session will cover how IU Innovates collaborated with the Indiana Business Research Center to develop a method of measuring GDP driven by entrepreneurs and young firms at the county level; a visual storytelling tool for this data; and how our university-wide initiative to advance IU entrepreneurs serves local leaders by connecting IU's Plan 2030 Pillar 1 (Student Success and Opportunity) with Pillar 3 (Service to the State and Beyond).
Julie Heath is the inaugural Executive Director of IU Innovates, Indiana University’s system-wide initiative to support and accelerate entrepreneurship through student-led startup hubs, sponsorship of IU entrepreneurship resources, and impact storytelling. Heath serves on the leadership council of the ESHIP Alliance, a newly formed national network collectively designed to advance entrepreneurship ecosystem building as a valued practice, a trusted profession, and as a model for economic health and community wellbeing in the United States.
Between 2021 and 2023, Heath developed the state of Indiana's first entrepreneurship ecosystem strategy, which included new economic impact data, storytelling, a statewide inventory of resources, and ecosystem navigators. Prior to her work for Indiana's Secretary of Commerce, she led an entrepreneur support organization with a mission to remove barriers for aspiring founders and early-stage entrepreneurs. Heath's early career ranged from intrapreneurship at the Smithsonian Institution to social enterprise tech startups.
Carol Rogers serves as director of the Indiana Business Research Center and sits on several boards, including the national Council for Community and Economic Research (C2ER) and the national Labor Market Information Institute (LMI-I). She works extensively with economic developers, government officials, businesses and nonprofits throughout Indiana and the nation to provide them with insights yielded from data and research.
Today, Rogers is helping the IBRC move into its second century of service to Indiana. Since 1925, the center has persistently, consistently, and imaginatively studied the economy and people of the state, sharing its insights and data in ways that can be used in people’s everyday work or their grand strategies. IBRC publications and websites have tens of thousands of users and have won both accolades and awards.

Partnership to Foster a Manufacturing Pipeline through University Innovation
This session will facilitate a discussion regarding the university’s role in training the next generation of manufacturers and developing innovations to generate demand for Indiana’s manufacturing resources.
Conexus, an initiative of the Central Indiana Corporate Partnership (CICP) focused on positioning Indiana as a leader in advanced manufacturing and logistics (AML), and the Shoemaker Innovation Center, which fosters student innovation and entrepreneurship at Indiana University Bloomington, have partnered to strengthen the relationship between the university and Indiana manufacturers, including developing educational programming and collaborating with manufacturers to more effectively connect them to the student innovators and entrepreneurs in need of product development and manufacturing support.
Ryan Henderson advances Conexus’ Industry 4.0 programs, which support Indiana’s advanced manufacturing and logistics companies with technology adoption and digital transformation to drive productivity, competitiveness, and sustainability. He is passionate about emerging technologies and research, and strives to lead innovative collaborations between industry, academia and the public sector to accelerate the fourth industrial revolution.
Dr. Travis J. Brown serves as the Senior Executive Assistant Dean of Innovation, Entrepreneurship, and Commercialization. In this role, he has built and serves as the Director of Luddy ALIGN, as well as the Academic Director of the Innovation & Entrepreneurship Program and Executive Director of the Shoemaker Innovation Center, which fosters student innovation and entrepreneurship. He also serves as the faculty advisor for the Shoemaker Scholars, Product Management Club (PMC), and Ideation & Creation Entrepreneurs (ICE).
Bryce Himebaugh is a clinical associate professor in Intelligent Systems Engineering. He teaches courses in Cyber-Physical Systems, Embedded Systems, and Software-Defined Radio. He has almost 30 years of experience developing hardware and software for embedded systems. His current work involves leading the Cheng Wu Build Clinic in the Shoemaker Innovation Center, which provides students with experiential learning opportunities by developing engineering prototypes for IU innovators.

Keynote
We are honored to feature Indiana Secretary of Commerce David Adams in a dynamic discussion with Indiana University President Pamela Whitten. This Q&A will explore critical strategies for driving growth, fostering innovation, and developing talent across our state, with a particular focus on the vital role of higher education.
David Adams has served as Indiana Secretary of Commerce and a member of Governor Mike Braun’s cabinet since his appointment in January 2025. In his role, Sec. Adams oversees multiple state agencies including the Indiana Economic Development Corporation, the Department of Workforce Development, the Office of Entrepreneurship and Innovation, the Indiana Destination Development Corporation, the Indiana Arts Commission, the Indiana State Fair and the Ports of Indiana, driving economic opportunity for the state and fostering an entrepreneurial environment for innovation. Prior to becoming secretary of commerce, Adams served as Commissioner of the Indiana Department of Workforce Development.
He also served as a Senior Advisor with the Boston Consulting Group where he advised public and private sector clients on economic growth strategies, workforce transformation and innovation ecosystems. Prior to that, he served as Chief Innovation Officer at the University of Cincinnati where he led the creation of the Cincinnati Innovation District. That effort became the model for the State of Ohio’s innovation strategy in partnership with JobsOhio. The work not only catalyzed regional growth and talent development but also laid the foundation for a scalable model bringing together higher education, industry and government in a powerful collaboration to grow talent and jobs across the state.
David is a lifelong entrepreneur having deep industry experience in a variety of sectors. Adams is a graduate of the Speed Scientific School of Engineering at the University of Louisville.
Pamela Whitten is the 19th president of Indiana University and the first woman to lead the institution. Since assuming office in July 2021, she has championed three strategic pillars: providing broad access to an education for all students from Indiana and beyond, advancing world-class research and creative activity, and improving Hoosier health and economic vitality.
Under her leadership, IU launched the bold IU 2030 Strategic Plan to prepare students for success and position Indiana as a leader in innovation. Each IU campus, including the nation’s largest medical school, has developed detailed implementation plans.
Key initiatives include:
- Spearheading the creation of IU Indianapolis, which earned the city its first R1 research rating, making IU one of the few universities with two R1 campuses.
- Implementing fee reforms that save students over $14 million annually and enable half of IU bachelor’s graduates to finish debt-free.
- Securing a $138 million grant from Lilly Endowment to establish the IU Launch Accelerator for the Biosciences, boosting Indiana’s leadership in biosciences.
- Increasing university-wide research expenditures to over $1 billion—a 36% rise since 2021.
- Launching IU Innovates to support student and faculty startups.
- Investing $250 million in biosciences and $111 million in microelectronics to enhance Indiana’s global competitiveness.
- Establishing a new IU facility in Washington, D.C., to expand student and faculty opportunities.
Before IU, Whitten held various leadership roles at Michigan State University, the University of Georgia, and Kennesaw State University. She is a globally recognized expert in telemedicine and holds a Ph.D. in communication studies.

From Competition to Collaboration: Building the North Central Indiana Healthcare Talent Alliance
Indiana and the nation are facing a critical talent shortage within the healthcare sector. Beginning in the summer of 2022, Indiana University South Bend, in partnership with local nonprofit enFocus, spent 18 months coordinating multiple rounds of interviews, community discussions, and case study analysis to devise solutions for the talent crisis in the South Bend-Elkhart region. What resulted was the creation of the North Central Indiana Healthcare Talent Alliance, an organization that turns competitors into collaborators. The Alliance includes leaders from major healthcare systems such as Beacon Health System and Saint Joseph Health System, as well as K-12 schools, higher education institutions, and workforce development organizations. Together, these organizations are committed to attracting, educating, and retaining healthcare talent in the South Bend-Elkhart region. Join us to learn more about the process used to turn an idea for a cross-sector partnership into a reality.
Shawnda Morris is an experienced HR and workforce development leader with over two decades of expertise spanning healthcare, manufacturing, and retail. As the Senior Workforce Development Program Partner for Trinity Health - Saint Joseph Health System & Loyola Medicine, she designs and implements high-impact, work-based learning programs in partnership with healthcare leaders, educational institutions, and workforce agencies.
Pam Morrison is a dedicated healthcare clinician and workforce development leader with a background in nursing and leadership. As Manager of Workforce Development at Beacon Health System, she oversees programs supporting K–12 outreach, internal and external career pipelines, and administrative fellowships.
Elizabeth Paice serves as Chief of Staff at Indiana University South Bend. Prior to joining Indiana University, she served as an internal consultant for the University of Wisconsin-Madison supporting continuous improvement efforts across the institution. Prior to that she managed strategy development for a division of the Federal Bureau of Investigation.
Shivangi Tiwari works at enFocus, a nonprofit based in Northern Indiana and Southwest Michigan that strengthens regional talent pipelines by engaging recent graduates in high-impact projects with local government, education, healthcare, and nonprofit partners.

Small Business Development in Wayne County
This session presents a USDA-funded initiative to supporting small business recovery and growth in Wayne County, Indiana, through a localized and inclusive Managerial Program. The project tackled ongoing challenges faced by rural entrepreneurs—particularly limited access to tailored managerial and technological resources—by implementing a three-phase approach: individual business assessments, community-based strategic planning, and targeted deployment of business tools. Emphasizing collaboration, the presentation features insights from local business owners and marketing professionals who co-developed personalized support frameworks. It highlights the role of university-community partnerships, rooted in evidence-based and participatory strategies, in promoting employment and sustainable economic outcomes in rural regions. Two presentation formats are proposed: a preferred facilitated roundtable encouraging dialogue on lessons learned and replicable strategies, and an alternative panel with a case study and narrative from a participating business. The session underscores IU East’s role in addressing regional economic disparities and advancing inclusive, place-based economic development in Indiana.
Jaynne Rivas, PhD, is an associate professor of management at Indiana University East. She obtained her doctoral degree from Tulane University in New Orleans, LA. Her research interests include business institutional environment, corporate governance, business sustainability, global virtual teams, and active learning. She has presented her work at conferences and journals such as the Journal of Management and Economics for Iberoamerica, The International Journal of Interdisciplinary Global Studies, Strategic Management Latin America Consortium, Strategic Management Society, Sustainability, Ethics & Entrepreneurship, and the Academy of International Business. As a consultant, her experience includes work for organizations such as Colgate-Palmolive, The Greater Hispanic Chamber of Commerce of Oklahoma City, Pan American Health Organization, National Bank Association of Venezuela, and the Agriculture Department of Venezuela. Currently, she serves as a board member a non-profit organization, Well Care Community Health, located in Richmond, IN and is the leader of the Wayne County Rural Development Project funded by USDA.
Jeff Huffine is the Co-Founder and Principal of IronGate Creative, a branding and marketing agency based in Hagerstown, Indiana. With a background in art and design, Jeff has built a career helping businesses and organizations clarify their messaging and connect with their audiences. As a former Executive Director of the Preble County Art Association and Director of Operations at Amigos, The Richmond Latino Center, Claudia has raised over $500,000 through grants, sponsorships, and fundraising events. Her expertise spans marketing strategy, event management, and public relations, with a proven ability to scale community initiatives and secure major funding.
Currently, Claudia supports nonprofits and small businesses through consulting services focused on grant strategy, operations, and digital marketing. Known for her creativity, integrity, and deep community connections, she is passionate about helping mission-driven organizations grow sustainably and inclusively.
Tara Piatt is the owner and principal agent of the Tara Piatt Agency, a dynamic, full-service insurance agency specializing in insurance products as well as individual health and group benefits through strategic broker partnerships. Since launching her career as an independent Medicare producer in 2020, Tara has steadily grown her agency through a blend of entrepreneurial vision, community commitment, and an emphasis on modernization.
In mid-2021, Tara transitioned into a Farmers Insurance Flex Agent role and officially opened her agency’s office in early 2022. By January 2023, the business had moved to its current location, where it continues to grow rapidly—reaching nearly $87,000 in revenue in 2024, a 28% year-over-year increase. With a strategic focus on expanding group health and commercial lines, Tara projects agency revenue to more than double in 2025.
As both a producer and leader, Tara is hands-on in operations and client relations, particularly in the commercial insurance space. She leads a small but growing team and is committed to staff development, community engagement, and leveraging technology for efficiency and scalability. Under her leadership, the agency not only protects clients but also empowers staff for long-term career success—living out its mission to safeguard and uplift.

IU LAB: Building Ecosystem and Industry Partnerships
This session will discuss the impetus for IU LAB and how the LAB is being positioned in the ecosystem to garner support and long-term buy-in and partnership. This will also address IU LAB’s approach to industry partners to help lead transformation and align industry workforce needs to the training of the university.
David Rosenberg served as secretary of commerce for the state of Indiana starting in August 2023, where he led the IEDC in guiding the strategy and growth of the state’s economy and its related economic development efforts. He previously served as chief operating officer and chief of staff for the IEDC, deputy chief of staff for Indianapolis Mayor Greg Ballard, and operations officer for Indianapolis Public Schools. He currently serves on the 2025 WNBA All-Star Host Committee, and he was awarded the Sagamore of Wabash in 2024.

Teach Local: Partnering to Develop the Teacher Workforce through Registered Apprenticeships
This presentation will describe a new initiative that is helping school districts strengthen their teacher workforce through the IU Registered Apprenticeship Program for K-12 Teachers (IU RAP-T). Approved by the US Department of Labor (DoL), the IU RAP-T is is a structured pathway for aspiring teachers to work in a school-based position, with a mentor teacher, while completing an IU bachelor’s degree. Involving local P-12 school districts and IU educator preparation programs and the IU Office of School Partnership, the IU RAP-T launched in the fall of 2024
and continues to grow in communities across the state. The panel will describe the
IU RAP and the process for securing DoL approval, discuss the success and
lessons learned during the first semester of implementation, and explore future opportunities for growth in registered apprenticeship programs and the value for workforce development.
Dr. Tara Kingsley is a Full Professor and Associate Dean at Indiana University Kokomo, where she leads a paraprofessional-to-teacher pathway initiative expanding access to teacher licensure and career advancement. Her work bridges research and practice in adult learning, motivation, and equity-minded program design. Known for her innovative use of gamification and technology-enhanced pedagogy, Dr. Kingsley focuses on designing learning experiences that increase engagement, agency, and success.
Dr. Leah Nellis serves as the Assistant Vice President for School Partnerships at Indiana University where she oversees the IU Office of School Partnerships (OSP). Leah previously served as the Lead Academic Strategist in the OSP leading college to career pathways and integrated advising, college readiness, and career exploration services for high school students.
Carla Ballenger is the Project Management Specialist for the K–12 Teacher Registered Apprenticeship Program at IU’s Office of School Partnerships. She began her career as a middle school English and social studies teacher before earning her MA in Student Personnel Administration in Higher Education. Carla has over 20 years of experience in student affairs and has held roles in admissions, academic advising, teacher preparation programs, and career exploration programming at Ball State University, Earlham College, and IU East.
